P1 Registration Phases Singapore 2026: 1, 2A, 2B & 2C

Singapore's 2026 P1 Registration Exercise has five phases for Singapore Citizen and Permanent Resident children: Phase 1 for current siblings; 2A and 2B for specified school connections; 2C for children not yet registered; and 2C Supplementary for children still without a place. Registration runs from 30 June to 18 August 2026. (MOE registration phases)

2026 P1 Registration Dates

MOE's current 2026 schedule gives each phase a short registration window and a separate result date. The times below are Singapore time. (MOE registration phases and key dates)

These dates belong to the 2026 registration exercise, not the 2026 school year. Children registered successfully in this exercise enter Primary 1 in January 2027. MOE says the eligible birth-date range is 2 January 2020 to 1 January 2021, both dates inclusive. (MOE P1 registration overview)

Which P1 Registration Phase Applies to Your Child?

Your child's phase is determined by the connection they or their family have with a particular school. A connection creates eligibility for a phase; except for Phase 1, it does not guarantee admission.

Phase 1: A Sibling Currently Attends the School

Phase 1 is for a Singapore Citizen or Permanent Resident child who has an older sibling currently studying in the chosen primary school. MOE states that the child is guaranteed a place in that school.

A sibling who previously attended the school belongs under the Phase 2A criteria instead. The word currently is therefore important when checking Phase 1.

Phase 2A: Alumni, School Committee, Staff, or MOE Kindergarten

Phase 2A covers several forms of direct school connection. A child may be eligible when:

• A parent is a former student of the primary school.
• An older sibling is a former student of the primary school.
• A parent is a member of the School Advisory or Management Committee.
• A parent is a staff member of the primary school.
• The child is studying in the MOE Kindergarten located in and under the primary school.

Phase 2A can require balloting when applications exceed the available places. It is not the same guarantee as Phase 1. (MOE balloting guidance)

Phase 2B: Parent Volunteers and Recognised Community Connections

Phase 2B applies to three published connection types. A child may be eligible when a parent:

1. Joined the school as a parent volunteer no later than 1 July in the year before P1 registration and completed at least 40 hours of voluntary service by 30 June in the registration year.
2. Is endorsed as a member of a church or clan directly connected with the primary school.
3. Is endorsed as an active community leader.

Completing volunteer hours establishes eligibility; it does not guarantee a place. A school can still require balloting when the number of Phase 2B applicants exceeds its vacancies. Phase 2C: No Prior School Connection Required

Phase 2C is for a Singapore Citizen or Permanent Resident child who has not yet been registered in a primary school. It is the general phase for families without a Phase 1, 2A, or 2B connection.

MOE reserves 40 places in every school for Phase 2C at the start of the registration exercise. It also reserves 20 places for Phase 2B. After Phase 2A, one-third of any remaining places goes to Phase 2B and two-thirds goes to Phase 2C. (MOE: how balloting works)

Reserved places keep later phases open; they do not mean every applicant to a particular school will be admitted.

Phase 2C Supplementary: Still Unregistered After Phase 2C

Phase 2C Supplementary is the later round for a child who remains unregistered after Phase 2C. Families apply to schools that still have vacancies.

If an application in Phase 2C Supplementary is unsuccessful, MOE states that the child will be posted to a school with an available vacancy. (MOE registration phases)

How P1 Balloting Priority Works

Balloting can happen from Phase 2A through Phase 2C Supplementary when a school has more applicants than vacancies. MOE conducts the computerised ballot centrally.

Within the affected phase, priority is applied in this order:

1. Singapore Citizens living within 1km of the school.
2. Singapore Citizens living between 1km and 2km.
3. Singapore Citizens living outside 2km.
4. Permanent Residents living within 1km.
5. Permanent Residents living between 1km and 2km.
6. Permanent Residents living outside 2km.

Distance therefore provides priority within an oversubscribed phase; it is not a guarantee of admission. (MOE distance guidance; MOE balloting guidance)

MOE also applies a 30-month stay requirement when a child gains priority admission through the home-school distance category. For the 2026 exercise, that period starts from 30 June 2026, with specific start rules for new and resale properties. How to Register During Your Phase

Parents of Singapore Citizen and Permanent Resident children register online through the P1 Registration Portal with Singpass. Only one parent needs to submit the registration. (MOE: how to register)

1. Check the portal before the window. MOE made eligible phases and schools visible from 9am on 30 June 2026.
2. Confirm one preferred school. You may register for only one school in a phase.
3. Prepare the required supporting information. The portal shows what is needed for the child's phase and situation.
4. Submit within the published window. Do not treat the result date as part of the registration period.
5. Keep the acknowledgement. The portal displays a “Registration submitted” message and lets you review the application.
6. Check the result from 8am on the result date. MOE also sends the outcome by SMS.

If more than one application is submitted during the same phase, MOE takes the latest submission. If an application is unsuccessful, the child can be registered in the next phase for which they are eligible. (MOE registration phases)

International Students Follow a Separate Process

International students do not use Phases 1 to 2C Supplementary. They complete a two-step process before possible registration in Phase 3, after places have been allocated to Singapore Citizen and Permanent Resident children.

For the 2026 exercise, the indication-of-interest window ran from 19 to 25 May 2026. MOE says applicants will receive the outcome by the end of October. Admission is not guaranteed because it depends on remaining vacancies. (MOE international-student guidance)

Which P1 registration phase is my child eligible for?
